Classify a product into a US 10-digit HTS code from its name, attributes, and category — narrowing chapter → heading → statistical line against the official USITC schedule, and verifying the final code actually exists. When the evidence does not pin down one code it says so and returns candidate chapters/headings with reasons INSTEAD of guessing — a wrong code on customs paperwork means fines, so refusing to guess is the correct behaviour, not a failure.
